Basically the way that paypal works is when a claim is decided against the seller, and they do not have sufficient funds in the account, paypal deducts the money regardless, putting their account into a negative balance. Their account is then restricted until the balance is restored.
This is typically the case with lower value items, although, I've seen $300-$500 purchases do the same as well. It's dependent on the seller's account, how long they've been with paypal, their history with paypal, and the same with the buyer.
Normally, if one or two people had gotten hit for $75 purchases, paypal would issue them a full refund regardless of what is left in the account.
But, since we have so many people that were shafted, I don't think everyone will be getting a refund.
I'm out $145. How about everyone else?
