Further, there should be money in his paypal account for refunds, if this guy was legit and didn't immediately transfer everyone's money to his bank account.

I have filed two paypal complaints, and I'll keep everyone posted. To date, I have not received an email from the brother in law.

Also, the brother in law's isp address is Wilmington NC, not GA....
