$220 may not be an unreasonable price for the moped, if all your basing it on is that he bought it for $75. Before, it was non-running. Now it runs, and has all new cables. That was at least a few hours time and $5-$30 worth of parts. The bike is worth what's its worth, not what he bought it for. $150 -$200 is what I would guess its worth.

1977 Mopeds sells their bikes for a fair price. For your information, the cheapest bike we sold was actually around $400. Our bikes usually sell between $450-$650. Yes, this is more than you would spend than if you bought these mopeds from the average joe on the street. The price difference comes from us putting labor, parts, and ingenuity into our bikes. We guarantee that when you buy a bike from us, its in good running condition. We restore Carbs, update and set electrical, make sure tires are in good order, cream tanks if necessary, detail for cleanliness, and decarbonize cylinders. We aren't a couple of know-nothings who cleaned the carb and sent it on its way.
If you think the price is too much, consider this: We've had people bring in time-wrecked bikes they purchased non-running for $100 or under, usually. After replacing parts that need replacing, and going over every inch of the bike, it usually costs up to $250-$400. This might be going as far as new top ends, or carbs, tires, cables, grips, handle bars, etc. So, take $100 initial investment, add $250-$400, and you get $350-$400. The used bikes in the shop we ride around for up to fifty miles, and work on for a longer period than we would on a customers bike, because we have more time. They're completely worked over. We have very satisfied customers.
So why don't you stop hating on your local moped shop, who are just a couple of guys trying to do what they love for a living, and go back to being the King of The Skeeks.
