Would You Buy this 79' Puch Magnum?

For $200. Says it has 1,000 miles on it. Needs a new throttle cable assembly. Needs new spark plug and wire.

I'm sketchy on buying mopeds that aren't running. Should I go for it anyway? It is a 79' Puch Magnum.

This kid really fucked it up with a wacky paint job too. And there is a small rip in the seat
