Moped Army

I am looking at a 2006 Streetmate for 450. It has 1400 miles, upgraded carb, sprockets, air intake, 70cc raptor kit, and technigas exhaust.
The only problem is it has transmission problems. I called the guy and he didn't seem very intellectual about mopeds. What do you think the problem could be and how much you think it will cost. Thanks.
