Retrochick - What allen bolts? The only allen bolts I have are to mount the bars. My issue is the big chrome fork nut threading onto the threaded steering column shaft.

Cocoloco105 - Your suggestion makes sense to me. Looks like there is enough neck on the frame that I could spare to chop a little bit off. Did you use a pipe cutter or a pipe saw?

Vw4lifem - Do you know for sure that Pat has the answer? Otherwise I wouldn't want to bother him, especially since I got the forks from another shop.

Any more ideas?
