stop by a notary when you get it (with the seller) and have them sign a bill of sale and the title if it's from a titling state (deleware) ect. you'll be all good when you go to apply for a PA title then. if it's from a title state and they dont have a title, tell the seller to put a non title state address and then have the BOS notarized.
