really depends how strict temple is. if youre in philly, chances are the cops have got bigger fish to fry then dealing with peds... i can see dorm staff being more laid back over there, but i dunno. around here its like the damn gestapo. it kinda sucks... im pretty confident i (or you) could store a ped in my old dorm room for months without blowing the place up, but the university cant agree due to liability bullshit.
but the rules should be readily availble in some handbook somewhere and i guarantee there is something saying "no gas" or "no motor vehicles" somewhere in there. does your dorm have a basement? i stowed mine in my dorms basement when it rained for a while. also are you anywhere close to off campus apartments or housing? see if you can buddy up with them and shelter it in their basement.
long story short move out of the dorms and get yourself a place. i have two peds in my closet and two locked to my porch. beautiful.
