If you have any parking garages around your area, check to see if they have any free bike parking inside the garage. Most do and that would solve your problem concerning the rain issue, and you could buy a few heavy duty locks for long term parking. Also do what Coreys says and do a few nice things for anyone that might be in a position of authority over an area where your bike is.
It's difficult to compare bringing a bike into an enclosed area and bringing art supplies. One is necessary (for students who want to be in college, like yourself) and the other has a few alternative options.
