if rust is flaking off the tank and you coat over the flakes it will not turn out well.
I would recommend a large bottle brush to agitate the inside, that or a bunch of washers/ nuts tied to a piece of string so you can pull them out.
after all the loose stuff is out try the evaporust again or go tank liner
