No, there should be a VIN on the bike. However, you always have the "I took it off when I painted it" defense.
Brevard County DMVs seem to be the most lax. I've registered eight or nine bikes there.
The DMV computers have no information stored on moped VINs, i.e., they can't put in a moped VIN and automatically have the bike's detailed information. You can give them a random six-digit number, the make, model, and color, and walk out with a plate. Not that I've done it or anything.
