Moped Army

Hi i live in florida where it is required that you have your moped registered and tagged, but not titled. i am looking into buying a puch newport ( or maxi, can't tell difference) from someone locally but they havent had it registered for the past 6 years they have used it so they have to registration information. i called for a vin number to check its record but the owner could find no vin but only a serial number on the tag next to the date it was built (3/77).
my questions are
1. is this correct? is there no vin on a 77 puch?
2. what would i have to do to claim a registration/title for this moped to get it registered.
3. is there any information that i can get about the history of this moped with the serial number?
