Moped Army

I realize that most mopeds are automatic, but this one does not seem to engage. I was not sure if it is functioning properly. When I removed the cover there appears to be a fairly large throwout bearing. Would this bearing be what engages the clutch with RPM's? I have been manually engaging the clutch to pull the moped; which at the same time pulls on the compression release.
