Freddie, look at that weird gray block on the right side of the motor, that is the reed block. I'm guessing thats the Gr2 Bidalot motor+case, you can not buy that stuff anymore or find it any were now. The real racing stuff is hardly ever on ebay and the current production parts are nothing like originals. You'd have to go the scooter path to get real racing parts.
Nate, and all other US moped tuners have to be creative with old parts in order to achieve these speeds.
