Moped Army

I found my copy of the book, the copy is called Devcon Flexane, and was manufactured by the Devcon Corperation of Danvers, Massachusetts. According to this there is no third ingredient, my apologies on this for misleading you, but there are different grades for different hardnesses rated by durometer number, the higher the number the harder it is. They may not be the only ones that make this, and the name may have changed, but it is available somewhere.
On a note about the perceived snootyness in my reply, I thought that the comment about "Canadian" was out of order and was meant to imply that I was a kook or hayseed.
