I don't think it's ever possible to get back the money you put into a moped, the only people in the world interested in mopeds are the people who like doing the work themselves. If it's about the money I'd sell it as is and move along. If you want to ride it I'd hit it with a quick sand and rattle can paint job, unless you already have more advanced painting skills and equipment, and put it together with performance parts since like someone else said those are generally easier to come by... and make it faster! I don't know enough about those to guess what you'll need to spend for that approach, but I'd probably try to price it out before diving in.
