I now think the problem is the lack of vaccum. I have two petcocks from GS Motorworks, so I decided to Dremel one of them apart. After inspecting, I saw no metal obstacle blocking the opening, so I'm pretty sure the scooter just isn't producing enough of a vaccum.
I'll do some more research to find out how to fix this problem. That is, if I don't poor gasoline all over the scooter and light it up first!
