What the heck is this thing?
I just obtained a 1978 Peugeot 103. It has only 1200 original kilometers on it and it started as soon as I put gas in it. Runs great. One thing puzzles me, though. In the middle of the triple clamp bolt between the handlebars there's tube that pulls out with a small handle on the end (see attached picture). It pulls out about 8-9 inches and kinda sounds like a pump of some sort if you move it up and down. I am at a complete loss what this thing could be, Any ideas, anybody?
