Moped Army

Hey hey...

I know this question has been posed before, but I have yet to see a definative answere and am hoping someone can help.

I recently purchased a ped in WI, it was a parts bike that got fixed up and the guy I bought it from did not have the title (and never had the title).

What hoops do need to jump through to get a title?
How much does it cost?
How long does it take?
How much would it be if I got pulled over with an unregistered ped?
