gasket maker comes in a tube and you can use it to make or seal gaskets, that looks like red RTV gasket maker, it looks like it is maybe missing a bolt and was leaking in another spot, but if the tach is driven by a cable it will be near impossible to hook it up to your motor, get one with the wire hook up, it will be easy to hook up and you won't have to modify the case on your bike
