Graham, you can get tool steel that is fairly hard and yet machinable. O1 tool steel(drill rod) will be drillable and will have enough case hardening for what you need. MSC supply has all kinds of shit cheap. I made my swingarm pivot out of this stuff for my custom bike. You can heat treat tool steel buy heating it and quenching it in water, oil, or just with air for cooling.
