WTF rear wheel!!!

So i took my rear wheel off to put the new tire on, now for some random reason its wont move!!!! i rolled it around my apt just to like position it and then it like locked up!? i havent even put the rear brake cable back on and its fuced. please someone laugh at me and tell me its something simple bc it for reals escapes me tanks.
