I want to hit 45-47

I have a 2000 Tomos Targa LX. Bone stock. I am buying the biturbo exhaust and 27t sprocket. Flat ground with no wind, do you guys think I could hit 45-47??? ALso do I have to jet my bike when the exhaust goes on??? thanks in advance.
