That engine has the wrong crankshaft to run a variator, at least a Peugeot variator, unlike a Motobecane engine you can’t just bolt one on. The Batavus Mondials used a non variated Peugeot 103 engine with a crankshaft that has a shorter shaft on the pulley side, when those were used on a single speed Peugeot 103 they also used a different gear ratio at the rear end. The frame and mounts were pretty much the same on the single speed and variated versions of the 103 but I’m not sure how they were mounted on the Mondial but with a variator it has to pivot more then as a single speed.
I don’t know why you would need to run one of these on AV gas, nobody that I have seen running with a 70cc 103 engine ever mentioned needing it, it’s also illegal to use on the street since it contains lead. If you are breaking it in then you will need a heavier mix of oil to start with, preferably non synthetic, likely around 35 or 40:1 if not heavier, just to get everything seated.
With regards to the carburetor a 16mm sounds a little under sized even though it will work, a well ported 49.9 cc cylinder can use up to a 15mm if adjusted properly. To get the full potential out of a 70cc cylinder kit many are using carbs that are between 18 and 21mm for a venturi diameter.
