Jetting with weather changes

From what I’ve read, you have to adjust your jet size depending on what temperature it is out.

..So I ran my ped for the first time during the colder weather and my plug would foul up after a mile or so. It was fine during the summer.(coffee brown)

Can anyone give me some insight on how temperature affects your jet/carb/moped?
