The carb probably needs cleaning. Has the bike been sitting for a long time? If you have to clean the carb you have to drop the engine to get to it. Do a search here on procedures. joew posted some good methods a while ago.
The centrifugal clutch disengages itself when the engine slows down so that can’t be the problem.
Remove the right side engine cover, the one where you are not supposed to place your feet.
There is a small screw that pushes against the throttle arm.
Try screwing it in about 1/2 turn at a time until you can get it to idle. If this will not help, you need to clean the carb.
When you are cleaning the carb, also remove the fuel tap and clean it along with the tank. There is also a small filter built into the bottom of the tap. It is very important that the carb be clean, clean, clean.
