Pinto horn doesnt turn off

its not my bike, my buddy doesnt read this site becasue i dont know if he reads at all. HA!

anyway, he just got a pinto and it fires up super easy, and it runs but the horn is always on.. is this a sign that the wiring is wrong? we unplugged the horn and it doesnt start.

what to do?
