Puch pedal arm cotter pin question

So I need to get a new set of crank arms, and I’m looking at the right side one on my ped, and it doesn’t have a cotter pin. All the sets for sale online have a pin in both sides. How does my stock one come off, and is there gonna be an issue fitting a universal one with a pin in each side (treatland, 1977mopeds, etc)? My bike is a ‘78 JCPenny Swinger2.
