Garelli NOI clutch doesn't engage?

I have to push on the starting lever with an insane amount of pressure and it finally engages. I took it apart and everything seems fine. When i take the cover off, i can push the starter plate in with my hand and spin it and get a spark, but it takes far too much pressure to engage it with the cable and lever. also, i dont have any fluid in the case because i kept taking it on and off.

I heard somewhere that if you dont have fluid in the case it would cause this to happen, is this true? would it work if i fill it with fluid?

and im also not positive what kind of fluid to use, i read the manual and it says 13.5 oz of sae 30 non detergent motor oil, but ive also read that you should put atf transmission fluid in it. if anyone could clarify this for me id really appreciate it. thanks
