bat' starflite clutch problem won't disengage?

my batavus starflite w/ m48 engine i just got it to run but my only problem is since i swapped out a lot of parts off my parts bike that is another 80 bat’ m48, similar ‘ped. my tomos was stolen a week and a half ago so i’m new to batavus style clutch and belt drive system, etc. So i start my bat’ with the starter lever engaged and get it to run but if i put on the rear brake when its on the stand it kills the bike for some reason i think the problem is in the clutch, the larger v belt pulley connected with the small drive sprocket runs constantly so i would assume that it would not run off the stand seeing that if i came to a stop the engine would stall because the clutch doesn’t slip and the idle isn’t really high, can any one help me please i’d love to take my new ‘ped on its maiden voyage tomorrow if i can fix it.
