Minarelli V1 Cover for points??

I just pick up a 1978 Motron Medalist from my uncle the piston was bad so we put a new one on there. Now the only thing I’m really concerned about is that the points are missing the cover over them and it almost looks like there is a fan or something that goes around the points?

Does anyone know what is under the cover for the points in a Minarelli V1 engine?
