Battery & other ? ?

Help – I’m an old guy and didn’t learn mopeds when I was in school. I can’t find if my 82 Honda Express is a 6volt or 12volt. It was a running bike. I cleaned out the gas tank, lines and carb, cleaned the spark plug added a new battery and clean gas and now it won’t start! ! On a volt meter
which I am not that familiar with it the battery seems to read 7 volts. On a 2amp charge for 1 1/2 hours I still can’t get the volttage on the battery above 7 volts. HELP my wife is standing hear waiting for me to get this bike running. Any and all suggestions are welcome. Thanks a million.
