Bing 17mm question

Hi, i just got this carb for my sachs. the numbers are 1/17/169. It looks like a puch round bing just bigger. does anyone know anything about these? I was mainly wondering if there was an idle circuit because there doesnt appear to be. I was wondering what the purpose of the brass tube that the jet screws into was. In the carb body the tube that the brass tube and jet go into, theres a small hole in the side. What is this for? Thanks a lot
