puch no umph! weak power.

so my buddy bought that beauty of a magnum that was posted on the buy sell. man it looks sharp but it seems to have a few kinks to be worked out. i told him i would help. day one first test ride was pretty nice. seemed to be geared for high end, as it was slow off the line but would cruise nice high 30s. dellorto sha 15mm would not hold a low idle i havent been able to find air leak, and seems to be jetted nicely.
day 2 test ride seems to be much weaker low 20s on flats and low teens on hills.

i plan to test the compression tomorrow. i was thinking it may be a clutch issue. the guy said he installed a 3 shoe with tight springs. would it be possible it is too tight and not getting the right grip? any other ideas?
