Honda Express Not starting anomoly

Hi there everyone,
I just received a 1980 Honda express. the person which I got it from told me it ran once upon a time a few years ago ( evident from the odometer). Anyhow I have been working on it (pulling my hair out trying to get this thing to start) I’ve rebuilt and found Honda engines to be less puzzling than this.
So the engine turns over just fine, I get a spark off the spark plug (tested on the body), the battery has fluid in it (not that old), the key is turned on and lights power on momentarily when cranking. I took apart the carburetor and made it super clean but no gas gets into the cylinder at all. When I spray a drop of starter fluid to get things moving I get no response at all. It seems as if the spark plug is not sparking when in place, but when i remove it to check it sparks every time (spark does not bridge gap) Every once in a while after cranking a large “putt” sounds out of the exhaust and a glob of oil with it. As if there is too much oil in it :P i don’t know what to do it sounds like it is about to go but in never does
