Ped only runs when idle is set very high

My ped (sachs 505/1 A engine) only wants to run when the idle is set very high. The throttle cable adjustment is twisted almost the entire way out by the carb and the idle screw is almost completely tightened. If I keep the idle low, the engine will die unless I continually rev the throttle as it dies down.

The power is also lower than it should be. While it’s fine on flats and slight hills, on steep hills the ped will die down, requiring me to peddle, and it won’t regain power until a downhill or I can peddle hard enough on a flat.

What should I be looking at to fix this? It’s running similarly to when I first got it and it lacked an air filter (it has one now). The carb was cleaned a few weeks ago, also. Can it get dirty this quick?
