Puch clutch ?

ok…....my ‘78 Maxi was running great …then the other day I went to start her and it seems I cannot engage the clutch.
I adjusted the clutch cable … but no matter what I do it doesn’t seem to catch. Would someone be so kind as to tell me what i should do next? thanks in advance. peace
