Help! Rear wheel Question

Hello,
I am fixing up a 1978 Honda Express NC50. Runs great, but when its on its kick stand and running, I can see a wobble in the rear wheel. I can also move it back and forth a little like a wheel bearing is out. The axle bolt is tight. Is this little bit of wobble normal in a moped, or are the bearings damaged?
