sounds almost like the flow is restricted, creating a vacuum that requires full throttle to draw in fuel, which gets corrected when the line is removed from the petcock allowing the fuel to flow free…
i would check to see if fuel will flow from the petcock without the line attached (into a cup) also check to see if the cap is allowing air in…
