Your magneto (electicity generator) runs only as fast your engine .. the more engine revs .. the more electrical power.

If your blinker doesn’t blink at high revs your ‘flasher’ is probably burned out. I replaced my tomos flasher wth a cheap Canadian Tire unit .. 1/4 the price, and is lasting longer. Match your voltage though .. probably 12 volt.
