advance the timing, derestrict the exhaust (follow the wiki), upjet and do a plug chop, grease all bearings, adjust cables. you should get to 30 pretty easily. You might need to trim the piston if it doesn’t uncover the intake fully at tdc. Clean the tank with the ^above^ advice. I think you have the choke idea wrong. down is choke, not up.
