76 batavus fuel problems

76 batavus when i have the fuel line attached to the carb will only idle at full throttle now when i pull of the fuel line runs fine with the rest of the gas in the carb will only run like that for a couple seconds ive cleaned the carb what should i do is it the petcock letting too much fuel in Please Help
