Magnum tuning

My friend has a magnum with a 70cc kit on it. He purchased a 14mm intake because it was bogging out with the 12mm. We have tried many jets but the float bowl gets full and wont go past about 10mph then quits a few minutes later. He just bought the compression head for the engine and we got all the air leaks out from the engine. I was wondering what else there is to try.
