I might be having a massive mental block right now, but are you sure you haven’t mixed up your choke directions? You are talking about a Bing, right? On a Bing, if you push the little choke handle down, it closes off part of the air passage, thus choking the moped. If the choke handle is up, the air passage is not obstructed, thus un-choking the moped. Twisting the throttle should also raise the choke handle (un-choke the moped).
Either way, you should clean out your carb. It builds character and makes your moped happier. Did you stabilize the fuel at all over the winter? If not, ditch that old stuff and get some fresh gas. Mopeds like fresh gas. Also, a shiny new spark plug can’t hurt anything.

You can also run some searches for “rusty gas tank” or “gas tank” or “evapo-rust” and you’ll get TONS more posts that should give you all the information you’ll ever want and then some extra just for good measure. I thought it was helpful to attach a hose over the hole where the petcock usually goes because it makes it easier to control the flow of liquid coming out of your tank. I used a cork to plug the hose up when I wanted to let my chosen cleaning product soak for a while.

If you want to seal it and never worry about it again, I’ve heard that POR is a good product, but I’ve never used it, so I can’t say. Here I go again with the searches, but I bet if you search for “POR” you’ll get some better reviews of it.
