Jawa 130 crankcase?

Hello all. I purchased an ‘86 Jawa 130 moped (one speed) last summer. Slowly, I have been working on it, trying to get it to run. The carburetor has been rebuilt 3 times already, and still the bike sputters out. Sometimes it runs great, other times it runs crappy.

Now, my question is: the cover on the fuel tank has info on the gas:oil ratio. However, theres a crankcase with very clean oil in it. Now I’m wondering if maybe the cover is from something else. What is the crankcase for?
