Working the bugs out, Puch 1.5HP

Hello everyone.

I uncovered my 78 Puch today for the first time this spring and found out how I left it sitting. I had to put an “aux” tank on it because the internal frame tank is dirty. I also remember that the moped only runs well with the choke fully on (in pulled up position). If at any time I push the choke off (down position) the ped will continue to run, but only at what seems to be an idle (no matter what the throttle position is).

So, that leads me to my questions.

1. What is the best way to clean out the built in fuel tank and not have any troubles with it?
2. What do you think the problem with the shoke issue is? Rebuild? Clean carb?

It does start and run, but just has these minor issues. The speed is only about 22mph (with choke on) and then it really sounds like it is struggling.

Any help would be greatly appreciated.
