The woodruff key is not supposed to bear the force of the flywheel spinning, the taper is supposed to form a tight fit that ‘glues’ the flywheel in place. Your taper fit is somehow not doing that. Check the surfaces of the shaft for blemishes, it should be smooth. Was this the original crank and flywheel? Did you torque to the manual specs?
