minarelli woodruff keys keep sheering

my minarelli keeps sheering new woodruff keys. put one in and started it and it stalled. went to adjust timing and the new key was sheered. put new one in started it up and restarted it shut it off and went to adjust timing some more key #2 sheered. what could be causing this?
