What do you mean stiff flywheel? Does the bike run? Do you feel as if the motor just turns over hard?

Under that cover on the right side is the magneto (the generator) of the bike. When the motor spins it spins that big flywheel around which has magnets on the inside. Those magnets pass over coils which generate electricity to provide lights and spark.

Maybe describing the problem a little better will help :).
