Well since you know its a flow issue check the following:

1. Fuel is flowing from the petcock

2. Gas is getting into the carb bowl. There is a screw at the bottom of the carb, unscrew it and gas should come out the bottom.

3. If 1 and 2 are good then you just need to clean the fuck outa your carb, clean every little part of it, take it apart, eat food off of it, and clean it again.
